fnox lease cleanup

• Usage: fnox lease cleanup

Revoke expired leases and mark them revoked in the ledger

For each expired lease in the project's ledger that is not yet marked revoked, asks its backend to revoke it and then marks it revoked. A backend failure is logged and the entry is still marked. Backends may need their credentials and network access.
